Türkiye’de 1960 ve 1980 darbelerinden sonra hazırlanan anayasalardan iki tanesi halkoylamasına sunulmuştur. Bunlardan birincisi 1961 anayasası iken ikincisi 1982 anayasasıdır. 1961 Anayasası Türkiye Cumhuriyeti’nde ilk anayasal referandumu olması hasebiyle oldukça önemlidir. İkinci referandum ise 1982 Anayasası’nın kabul sürecinde yaşanmıştır. 1982 Anayasa Referandumu, Türkiye siyasi ve hukuk tarihi açısından kritik bir dönemeç olarak değerlendirilmiş bu anayasanın oluşum sürecinde, basın aktif bir rol almıştır. Bu cümleden hareketle çalışmanın amacı, 1982 Anayasası referandum süreci ve sonuçlarının Türkiye ulusal basınına nasıl yansıdığını incelemektir. Ayrıca, demokratikleşme sürecinde basının işlevleri ve basın-yönetim ilişkileri üzerine daha geniş bir akademik tartışmanın parçası olarak da önemli bir katkı sağlaması amaçlanmıştır. Basının siyasi görüşleri şekillendirme ve demokratik süreçler üzerindeki etkilerini anlamak için Cumhuriyet, Günaydın, Hürriyet, Tercüman, Yeni Devir ve Yeni Nesil gazetelerinden yararlanılmıştır. Referandum öncesinde ve sonrasında ulusal basında yer alan haberler, yorumlar ve analizler, toplumun, siyasi aktörlerin ve entelektüel çevrelerin referandumla ilgili tutumlarını ve algılarını yansıttığından çalışma kapsamında gazetelerin karikatür, köşe yazıları ve haberleri tarafsız bir şeklide incelenmiştir. Nitel ve nicel araştırma yöntemleri kullanarak Türkiye’nin önde gelen ulusal gazetelerindeki haber ve yorumları sistematik bir şekilde analiz edilmiştir. Böylece basının referandum sürecinde nasıl bir rol oynadığı, hangi temaları öne çıkardığı ve toplumun referandumla ilgili tartışmalara nasıl katıldığı izah edilmeyi hedeflemiştir. Bu çalışmanın sonuçları, Türkiye’deki demokratik süreçlerin anlayışını zenginleştirecek ve basının siyasi dönüşümlerdeki rolünü anlatmaya yardımcı olmaktır.

In Türkiye, two of the constitutions prepared after the 1960 and 1980 coups were submitted to referendum. The first of these was the 1961 Constitution, while the second was the 1982 Constitution. The 1961 Constitution is very important as it was the first constitutional referendum in the Republic of Türkiye. The second referendum took place during the adoption process of the 1982 Constitution. The 1982 Constitutional Referendum was considered as a critical turning point in the political and legal history of Türkiye and the press played an active role in the formation process of this constitution. From this perspective, the aim of this study is to examine how the referendum process and the results of the 1982 Constitutional referendum were reflected in the Turkish national press. It is also intended to make an important contribution as part of a wider academic debate on the functions of the press and press-government relations in the democratization process. Cumhuriyet, Günaydın, Hürriyet, Tercüman, Yeni Devir and Yeni Nesil newspapers were used to understand the effects of the press on shaping political views and democratic processes. Since the news, comments and analyses in the national press before and after the referendum reflect the attitudes and perceptions of the society, political actors and intellectual circles about the referendum, the study examined the cartoons, columns and news of the newspapers in an unbiased manner. Using qualitative and quantitative research methods, news and commentaries in Türkiye's leading national newspapers were systematically analyzed. Thus, the study aims to explain what role the press played in the referendum process, which themes it emphasized and how the public participated in the referendum debates. The results of this study will enrich the understanding of democratic processes in Türkiye and help explain the role of the press in political transformations.
