Kadın ve erkek, nüfus bakımından bile dünya üzerinde yarı yarıya sayılarla var olma mücadelesine devam ederken, ne yazık ki kadınlar, erkeklere nazaran yaşamın içerisinde her zaman daha fazla çaba sarf etmek zorunda kalmıştır. Kadının fiziksel güç bakımından erkekten zayıf olması onun yaşam içerisinde ötelenmesine kılıf olarak uydurulmuş ve ev dışına çıkması pek istenen bir durum olmamıştır. Fakat kadınlar her işin üstesinden gelebileceğini geçmişten bugüne kadar farklı alanlarda gerçekleştirdiği başarılarıyla bu durumu ispatlamıştır. Hemen her ülkede kadınlar daima bir hak arayışına girmek zorunda bırakılmıştır.

Kadın hakları söz konusu olduğunda hemen herkesin bir fikri vardır ve neredeyse herkesten ‘söz ’de olumlu tepkilerle karşılaşılmaktadır. Hâlbuki iş gerçek yaşama bunu uygulamaya geldiğinde durumun farklı olduğunun farkına varılmaktadır. Kadınların gerek sosyal yaşamları gerek iş yaşamlarında yaşadıkları kısıtlamalar hakkında bugüne kadar fazlaca haberler, makaleler, kitaplar yazıldığı bilinmektedir. Makalede bu kısıtlamadan yola çıkarak kadınların siyasal yaşamdaki yer alma sorunsalı üzerine dikkat çekmek üzere Türkiye’de son yapılan mahalli idareler seçimlerinin aday listelerini inceleyerek bir sonuca ulaşılmaya çalışılmıştır. Yapılan çalışmada yerel seçimler çerçevesinde Zonguldak ili temel alınarak bir değerlendirme yapılmıştır. İlk olarak Türk kadınının eskiden bu yana durumu, kültür olarak siyaset, Türk kadının meclisteki ve yerel temsildeki dünden bugüne bir değerlendirmesi, geçmişten bugüne Türk kadınına anayasalarda verilen hakların değişimi ve uluslararası alandaki sözleşmelerle kadının konumlanması konularına değinilmiştir. Araştırma kısmında Zonguldak ilinin tarihinde yerel temsilde yüksek konumda yer alan kadınların varlığı araştırılmış ve daha sonra son yapılan seçimlerin listelerinde toplam sayıya karşılık kadınların sayıları tespit edilerek genele oranı hesaplanmıştır. Tüm bu veriler çerçevesinde kadınların yerel siyaset alanında ne kadar yer bulduğuna ilişkin bir değerlendirme yapılmaya çalışılmıştır.

While women and men continue to struggle to exist with half and half numbers in the world even in terms of population, unfortunately, women have always had to make more effort in life than men. The fact that a woman is weaker than a man in terms of physical strength has been adapted as a cover for her postponement in life and it was not the desired situation to go out of the house. However, women have proven this situation with the success they have achieved in different fields from past to present that they can overcome any job. In almost every country, women have always been forced to seek a right.

When it comes to women's rights, almost everyone has an opinion and almost everyone has positive reactions "in the word". However, when it comes to implementing it in real life, it is realized that the situation is different. It is known that a lot of news, articles, and books have been written about the restrictions women experience in both their social and business lives. Based on this restriction, the article tried to conclude by examining the candidate lists of the last local administrations' elections held in Turkey to draw attention to the problem of women's participation in political life. In the study, an evaluation was made based on the province of Zonguldak within the framework of local elections. Firstly, the situation of Turkish women from the past, politics as culture, an assessment of Turkish women in parliament and local representation from past to present, the change of the rights given to Turkish women in the constitutions from the past to the present, and the positioning of women with international agreements were discussed. In the research part, the presence of women who had a high position in local representation in the history of Zonguldak province was investigated and then the number of women against the total number in the lists of the last elections was determined and the ratio to the general was calculated. Within the framework of all these data, an evaluation has been made on how much women have a place in local politics.
